Importance A budgetary system may be considered efficient if it has available finance for urgent expenses in order to improve the population's quality of life. The Federal Treasury plays an important role in enforcing budgets, as it ensures budgetary spending to meet their intended purpose. Objectives The research aims at improving the methodology for evaluating the region's budgetary flows and focuses on the regional budget. The research examines the process of budgetary flows through the Federal Treasury bodies, with evidence from the Nizhny Novgorod oblast. Methods Analyzing budgetary flows, governmental authorities obtain necessary information to take decisions, formulate and enforce financial policies so to improve the efficiency of budgetary spending and strengthen control over it. Results We devised methods for analyzing the region's budgetary flows on the basis of combined indicators of trends, quality, balance, liquidity of budgetary flows and efficiency of the budget use. It is reasonable to analyze budgetary flows on the basis of the Cash Flow Statement, which is prepared on operating, investing and financial activities, rather than on sources and areas of finance. The Cash Flow Statement is the main source of information for analyzing budgetary flows. We also evaluated budgetary flows in the Nizhny Novgorod oblast for the period of 2011-2013. Conclusions and Relevance The presented indicators allow to precisely determine any deviation of budgetary revenue and spending, and reasonably regulate budgetary revenue. The findings of the research may be interesting for the Federal Treasury bodies and other financial institutions.
