Practices and Effectiveness about Financial Subsidies of Rural "one project one discussion" in Gutian County

The implement of rural "one project one discussion" policy alleviated greatly the economy pressure of village and accelerated the development of rural public welfare.This paper introduced a variety of effective measures adopted by Gutian government,which were conducted to advanced the financial rewards substituting subsidies in "one project one discussion" and ensure the people-benefited policy falling to real point.
