In this paper, derived assessment factors that may affect the orientation for the ECM (Energy Conservation Measure) List making. First we derive the key elements of economic evaluation in terms of performance, energy based on the practical design of the apartment houses. Secondly, in order to set the factors for the energy performance rating, the parameters related to domestic institutions(Eco-housing construction standards and performance evaluation guidelines, Energy-saving plan design standards, Green standard for energy and environmental design, Building energy rating system) were analyzed. Thirdly, analyzed the factors related assessment economic evaluation and energy performance evaluation were derived by an economic evaluation factors affecting energy efficiency. The results are divided into classification schemes, such as construction, electrical and mechanical equipment, renewable energy. The factors of the construction part are windows/doors, glass, insulation and so on, the electrical and mechanical part are high-efficiency lighting equipment, high-efficiency electric equipment, ventilation, cooling and heating system, hot water supply system, duct/pipe insulation and so on, and the renewable energy part is renewable energy system. In addition, derived economic evaluation factors affecting the energy efficiency of apartment houses and suggested apply to it.
