The system comprises a video monitoring information acquisition module, a video monitoring information comprehensive analysis and decision module, a traffic light control module and a traffic light controlled implementation module, wherein the video monitoring information acquisition module is used for acquiring a real-time traffic flow monitoring frame; the video monitoring information comprehensive analysis and decision module performs vehicle counting on real-time traffic flow by a statistical learning-based vehicle detection method and combines a vehicle counting result with the perennial traffic flow statistical result of an actual road to generate a traffic light control decision; and the traffic light control module is used for sending a traffic light state variation instruction to the traffic light controlled implementation module according to the traffic light control decision. The accuracy of the vehicle counting is improved by perfecting the program of the vehicle detection method under the condition of not changing external equipment, and the system has the characteristics of low updating cost and high function expandability.
