A CORDON SYSTEM ON METROPOLITAN ARTERIALS IS PROPOSED WHOSE PURPOSE WOULD BE TO PROVIDE CONGESTION-FREE MOVEMENT WITHIN THE CENTRAL CITY, I.E., INSIDE THE CORDON. AUTOMOBILES WOULD BE CONTROLLED BY TRAFFIC SIGNALS AT GAUGING STATIONS, WHILE BUSES WOULD BE PERMITTED TO PASS THROUGH. SPECIFIC OBJECTIVES AND A WORK PLAN ARE OUTLINED IN DETAIL.
