National Action Plans on Business and Human Rights: Norms, Procedures and Pitfalls

This chapter examines the surge in interest by governments in pursuing national action plans to give effect to the UN Guiding Principles on business and human rights. This chapter provides a brief overview of the UNGPs and outlines the normative contribution of NAPs on BHR in the international system. It examines the procedural elements that guide the elaboration of NAPs and their pitfalls in light of experiences in non-Asian jurisdictions. The central role of the State in driving the process of elaborating NAPs is emphasized.
