The invention relates to a preparation technology of rare earth heteronuclear polymeric aluminum calcium chloride. The preparation technology includes adding industrial hydrochloric acid into water to dilute the hydrochloric acid, adding calcium aluminate powder and rare earth or a rare earth solution, mixing, reacting fully, aging, and removing insoluble compounds by natural sedimentation to obtain the rare earth heteronuclear polymeric aluminum calcium chloride in a liquid phase. Rare earth ions are introduced during the synthetic process of the polymeric aluminum calcium chloride, and therefore the high-valence rare earth ions participate in polymerization to form polyhydroxy heteronuclei, thus forming the rare earth heteronuclear polymeric aluminum calcium chloride with high charge. The rare earth heteronuclear polymeric aluminum calcium chloride has better flocculation performance than polymeric aluminum chloride, and the using amount of the rare earth heteronuclear polymeric aluminum calcium chloride is reduced by over 30-40%. The rare earth heteronuclear polymeric aluminum calcium chloride has characteristics of both inorganic polymer flocculants and organic polymer flocculants. Formation of alum floc is rapid. The floc is large and compact. The sedimentation velocity is high and the COD removing rate is high. The comprehensive cost for waste water treatment by the rare earth heteronuclear polymeric aluminum calcium chloride is lower than that of the polymeric aluminum chloride.
