AVALIAÇÃO E POLÍTICA INSTITUCIONAL: ESTUDO DOS INDICADORES "QUALIFICAÇÃO DOCENTE" NA AVALIAÇÃO DAS "CONDIÇÕES DE OFERTA DE CURSOS"

This paper intends to contribute to discussion of the implications of the evaluations of higher education carried out by the Brazilian Ministry of Education. The analysis is developed from the vantage point of an administrator of an institution which offers a number of undergraduate programs. The purpose is to determine if it is possible to infer from the Evaluation of Program Conditions some basic guidelines for the development of institutional policies. With the purpose of pointing out the difficulties stemming from the diverse criteria used by the evaluation commissions, tables referring to the evaluations of 1999 were used. The paper discusses questions such as the following: What is being evaluated? What changes are induced by the indicators? Is it possible to identify in these indicators some criteria for elaborating a global institutional policy?
