It is clear from the above that one of the ways in which the womens health agenda needs to move beyond Cairo is in clarifying the concept of empowerment and locating it within an analytical framework that links it clearly to reproductive and sexual health and rights. This paper attempts to move the debate further in this direction. Sections 2 and 3 of the paper provide a discussion of the concepts of empowerment and of reproductive and sexual rights. Section 4 highlights some of the measurement and data issues as well as potential research directions. Sections 5 and 6 focus on the policy and action implications. (excerpt)
