El principio de seguridad jurídica en el marco de la ley orgánica del sistema nacional de contratación pública

The present graduation work is structured by four main chapters. The first chapter explains the importance of the Public Procurement as part of administrative laws. Also, another part of this chapter is the study of the Organic Law of the National Public Procurement System as the innovative organic law that regulates the government procurement. The second chapter analyses the importance of the legal security as the main principle that supports the State of rights, and also the importance of this principle in the public procurement system. The third chapter analyses the incidence of the inability created through the presidential order 1793, and the possible illegalities that this order produces in the legislative laws.
