The article has examined the essence of the concepts "strategy" and "development strategy", has defined their general characteristics. It is proved that the development strategy can be both a component of the overall strategy and a separate area of work of the organization. It is proposed to develop the institution of higher education according to the elements of its potential, which include: financial and economic, personnel, scientific, marketing, educational and social. The necessity of forming a strategy for implementing measures to develop the potential of a higher education institution is justified. The essence of the concept of "benchmarking" is investigated and the advantages of its use in the activities of organizations are justified. It is proposed to use benchmarking as an effective tool for strategic planning, which will allow implementing the best practices of competitive organizations in the activities of an individual higher education institution. The stages of forming a development strategy for the potential of a higher education institution based on benchmarking are outlined and the results that the higher education system will eventually receive when using innovative development tools are determined.
