The invention discloses a liquid composition used for reinforcing concrete, a preparation method thereof and application thereof. The pH value of a mixture of the composition and water is more than 1 and less than or equal to 7. The liquid composition comprises siloxane polymer which is selected from compounds of which the structural general formula is [RnSiO (4-n)/2]m or a combination thereof, wherein R is selected from chlorine atoms, fluorine atoms, methoxyl, ethoxyl, propoxyl, butoxyl, methyl, ethyl, propyl and butyl; n is a natural number from 1 to 3, and m is an integer not less than 2; and the SiO2 solid accounts for 30 to 70 percent by weight when the polymer is fully hydrolyzed, and the rest is the mixture of organic alcohol solvent or halogen ions and free acid, wherein the halogen ions may be one or combination of chlorine ions and fluorine ions. The mixture can permeate into a concrete surface structure of the concrete to react with the components in the concrete, so the concrete surface structure is quickly reinforced and hardened, the concrete is prevented from dusting and sanding, meanwhile the acid resistance, oil resistance and water resistance of the concrete are improved, and the SiCl4 pollution of the polysilicon industry can be eliminated.
