This study aims to development of learning model in an effort to foster democratic attitudes and responsibilities, and improve student learning outcomes. The population is all class X SMA Negeri 14 Medan are 8 classes. The research sample is needed as much as 4 classes taken at random from the population. Before the first treatment performed pretest. Pretest and posttest questions used is a matter that has been validated and tested reliability (r11 = 0.825). Students learning outcomes were measured with an instrument learning outcomes using normalized gain, while the measurements to growing democratic attitude and responsibility of students use the observation sheet that has been validated. The technique of data analysis uses Two Way Anova on the significant level α = 0.05. The hypothesis was tested by using General Linear Model Multivariate with SPSS version 19. The results showed that: (1) There is a significant effect strategies of learning grow the development of democratic attitudes of students (sig. 0.009). (2) There is no significant effect strategies of learning grows the development the students responsibility attitudes (sig. 0.107). (3) There is a significant effect of strategies learning to improving student learning outcomes (sig. 0.036). (4) There is a significant effect of learning media to growing of democratic attitudes of students (sig. 0.020) and responsibilities of students (0.039). (5) There is a significant effect of learning media to growing up student learning outcomes (sig. 0.000). (6) There is interaction between learning strategy and learning media to growing up of students democratic attitudes (sig. 0.040). (7) There is no interaction between learning strategy and learning media to growing up the students responsibility attitude (sig. 0.460). (8) There is interaction between learning strategy and learning media to growing up student learning outcomes (sig. 0.011). (9) The most optimal learning model that can growing up democratic attitudes and responsibility attitude of students is a strategies of learning cooperative type NHT are integrated with computer-based multimedia. (10) The most optimal learning model that can growing up student learning outcomes is a strategies of learning cooperative type STAD is integrated with computer-based multimedia.
