Since the 2000s, international organizations have been promoting the generalization of basic education as well as the improvement of the quality of education in the countries of the South. Several channels for quality improvement have thus been explored, among which the time spent at school yearly. International organizations have set the minimum number of effective hours of classes in order to achieve quality education to a range between 850 and 1,000. After describing the way this standard was created, the article sheds light on how the norm has been adapted in Senegalese public policies. It then studies the reasons for the timescale conflict between international organizations, the State and society.
