A Study on the Development Strategy of Qingdao Bonded Port in China

Abstract With the rapid development of global economy and trade, international logistics has made great progress in the past few years. As an irreplaceable part in China's foreign trade industry, ocean shipping, especially. ports management has played a crucial role in the development of China. In 2008, The Qingdao Qianwan bonded port was built in China, and has developed in to a door to connect China to the world. This paper introduced and compared the similarities and differences among the Yangshan Bonded Port, Dalian Dayawan Bonded Port, Tianjin Dongjiang Bonded Port and Qingdao Bonded Port. According to SWOT analysis, a further discussion was then made on the potential problems of Qingdao Bonded Port. At last, some development strategies are given accordingly.Key words : Development strategies, Bonded port, SWOT, Qingdao.Corresponding author : 051-410-4388, hwshin@kmou.ac.kr Ⅰ. 세계 경제가 가속화되면서 글로벌화시대에 물동량이 증가되고 각국 항만의 경쟁이 더욱 치열해지고 있다. 이러한 배경에서 항만과 그 배후단지는 매우 중요한 역할을 담당하고 있다. 세계 각국이나 지역이 국제 무역을 확대하고 외국 자본을 유치하여 지역의 경제 문제를 해결하며 국가와 지역의 발전 목표를 촉진하기 위하여 보세구를 설립하게 되었다. 그리고 세계의 경제일체화(一體化)와 중국 대외개방(對外開放)의 심화에 따라 특히 중국이 WTO에 가입한 후 WTO의 관세감면, 수량 제한의 철폐, 무역권한의 개방 등 기본적인 법률과 원칙이 국제화됨으로써 보세구가 원래 지니는 우월성이 약화되었다. 이러한 배경에서 중국 국무원은 2005년에 중국 상해에서 첫 보세항구를 설립하였다. 2008년에 청도 보세항 구역을 정식으로 운영하게 되고 항만배후단지를 전면적으로 개발하기 시작하였다. 그러나 보세항구의 규칙 실행이 오래되지 않아 발생한 문제점은 매우 많다. 본 연구에서는 청도보세항 구역을 발전시킬 수 있는 방안을 찾아서 청도 보세항 구역의 경쟁력을 향상시키고자 한다.
