There is disclosed a nuclear fuel pellet made of uranium dioxide having microcells having a size of 50 .mu.m to 400 .mu.m (with respect to a three-dimensional size) made of a ceramic material having a chemical attraction to the product fission generated in the nuclear fuel pellet to absorb and trap the fission products to prevent the extraction of fission products under normal operating conditions and improve the performance of nuclear fuel by reducing the PCI. In addition, the highly radioactive fission products such as Cs and I, with a long half-life or quantity large enough generation to affect the environment can be trapped in the chip under conditions of an accident without being released outside.
