Explicit estimates for Artin $L$-functions: Duke's short-sum theorem and applications.

Under GRH, we establish an explicit version of Duke's short-sum theorem for entire Artin $L$-functions. This yields corresponding explicit bounds for Dedekind zeta residues and Euler-Kronecker constants.
