Resilient Regional Grand Design Based on Quality of Life

This chapter proposes a methodology to quantify resilience against disasters through estimation of a decrease of quality of life (QOL) over time. By viewing the factors that threaten good health and life, in addition to the decline in the standard of living, as a reduction in life years of residents, it has become possible to assess comprehensively not only various factors that decrease QOL, but also measures and programs against disasters.
