Restructuring Land Property Rights in China′s Land-expropriation-urbanization:Xiamen Model

This paper concerns how land property rights have been restructured in Xiamen′s land-expropriation-urbanization.Property rights economists have been advocating a fundamental land reform.They have paid attention to Nanhai model that has been promoting transaction rights of village land.Compared to Nanhai model,Xiamen model is not to challenge the existing land system but has tried to "fix" it to fit local benefit via reallocating urbanized land as developmental rights to villages.The amount of village developmental land is defined by village population and decomposed to shareholdings for collectives and villagers whose transaction rights are limited.This is to reallocate welfare and continue existed social cohesion of villages when they are urbanized.Obviously,Xiamen model is not like Nanhai model that attempts to build up an open land market.The question that these two ongoing models,Xiamen and Nahai,which one will reach better resource allocation is not answered yet.It needs more investigation and comparative studies.
