China's Grain Safety Considerations under the Perspective of Cultivated Land

The issue of grain safety has been the major issues in the world; it’s also the strategic issues which the world pays close attention to. This paper review the literature on the issue of grain safety in China in recent years, study from the soil and water resources, farmers, institutional policy, agricultural science and technology, ecology and environment, and global perspectives on China’s grain safety. Under the perspective of cultivated land, this paper put forward the following suggestions to the problem of grain safety in China: First, the macro indicators of cultivated land, 18 million mu of arable land strictly "red line" must keep constant, and emphasize the minimum acreage for food crops is necessary. Second, the land transfer system construction. With the continuous acceleration of urbanization, it urgently needs rural land circulation system which can make use of market mechanisms to protect the safety of agricultural land. Third, the agricultural policy-oriented. Guide to vigorously develop the farmers' cooperative economy while maintaining a rational decision-making and grain safety alertness.
