The present invention relates to a positive electrode active material and a manufacturing method therefor, wherein the positive electrode active material has a novel composition, a non-rock-salt structure, a novel local structure, and significantly increased electrochemical activity, thereby realizing high energy capacity and exhibiting greatly enhanced electrochemical performance. The positive electrode active material according to the present invention has a composition of [chemical formula 1] below, a layered structure of non-rock-salt structures, and excess lithium present inconsistent with the site balance, wherein the excess lithium enters octahedral sites and tetrahedral sites.
