The present invention discloses a gas-steam combined cycle unit has to optimize scheduling system, including scheduling control system, the gas turbine system, waste heat boiler system and the steam turbine system; waste heat boiler and a gas turbine system connected to the system, the gas turbine system and the steam turbine system connected to scheduling control the system is connected with the gas turbine system, waste heat boiler system and the steam turbine system; gas cycle unit of the present invention is provided before optimization scheduling system and method is established before the operation model gas-steam combined cycle power generation system, while obtaining gas-steam combined cycle unit by the rated operating conditions to ensure the safe and economic operation of the combined cycle system, has been operating parameters of a large number of different operating modes by linear interpolation, the economic dispatch mode, the established model is solved to obtain optimal operation of the gas turbine recently optimal scheduling scheme by mixed integer programming algorithm according to the objectives and constraints given minimum and maximum generating capacity of generating capacity when income reaches a preset maximum unit.
