Problem setting . New types of social reality – predictable, evidence-based, fair rules and partner relations are the base for development of democratic, social Ukrainian state with rule of law. At the same time, strategic course of Ukraine towards the European democratic values and standards has to correlate with appropriate measures and methods. The values and principles declared have to correspond daily political and administrative practices, and it determines the necessity of new understanding and awareness of the process of institutionalization of the organizational culture of the system of public administration. Recent research and analysis of publications. Research of the problem of development of public administration and its system analysis are shown in the modern scientific publications by the Ukrainian scientists, in particular basic mechanisms of cooperation of the state, business and civil society, in «Intersectional cooperation as public government base» (2018, team of contributors S. O. Teleshun, T. V. Novachenko, I. V. Reiterovich, and others), and different aspects of organizational culture; in the monograph by S. O. Gayduchenko «Organizational culture in the context of public management» (2016); in a number of articles, in particular «Components of organizational culture features of societal identity from position of sectorial approach» by E. O. Vnukov (2017) and «Axiological approach to the formation of new administrative culture in Ukraine» by O. Huk (2018), some modern trends are outlined in relation to the development of organizational system of public administration. Objective of the article: to ground meaningfulness of the process of institutionalization of organizational culture in the system of public administration and outline the role of virtualization. Main part of the research: we observe institutionalization of organizational culture in the context of administrative (personality of leader – manager and management style), and social and psychological (societal identity, organizational values, codes of behavior) aspects. In our opinion, the success of current system changes, in particular in public administration, is focused on relations, which are in between material and spiritual, external and internal, as well as personal and public. The key role in this process is played by a positive psychological environment of a team that mostly depends on its manager–leader. Conclusions of the research. Basic, integral description of organizational culture as a social phenomenon is the wellorganized system of values, presentations, beliefs and normative standards of behavior, providing internal integration and external adaptation of organizations of the system of public administration to social changes. The significant role in this process is played by virtualization.
