The Pollution Prevention in Permitting Program (P4) is a U.S. EPA initiative that responds to the call to reinvent government. These permits have demonstrated that existing regulations can support approaches that produce substantial operational advantages for sources; create incentives to reduce emissions below permitted levels; and reduce an authority's administrative costs for maintaining a permit. P4 source and permitting authority interactions are less focused on case-by-case basis, emission-by-emission reviews. Instead, P4 permits encourage a holistic perspective, where current and anticipated processes and emissions units are scoped together and related to an entire long-term view of the source.
