Análise das políticas federais de turismo no Brasil (1930 a 2020)

Several authors have dedicated themselves to analysis public policies of tourism, such as Becker (2001); Cerqueira, Furtado & Mazaro (2009); Carvalho (2016) and others, but a gap was identified for an up-to-date work that would bring together the evolution of these policies from the 1930s to the 2020s. Therefore, a narrative review of the literature on federal tourism policies was carried out, to identify the course of these policies over, almost 90 years and 4 different government regimes.  It was identified that the National Tourism Policy underwent many changes during this period, some motivated by adaptation to needs or adjustments after evaluation. Others, motivated simply by changes in government or regime. The policies were systematized and related to the historical period, the year and the president. The historical perspective shows that important steps have already been taken, but we are still far from a really efficient public policy for the integral and sustainable development of tourism in Brazil and a decentralized management that takes into account the particularities and initiatives of each region. It was also observed, when looking specifically at the four published National Tourism Plans, that tourist activity is seen by political actors in a positive way, but that the documents not take care of how to deal with the problems related to the activity that are already known existing.
