The invention discloses an implanted wireless passive blood pressure monitoring device not inserted in a blood vessel and a method. The implanted wireless passive blood pressure monitoring device comprises a clamping device fixed to the outer wall of the artery blood vessel, and an in vitro detection end used for receiving signals of the clamping device. The in vitro detection end is connected with a resistance analysis instrument. The clamping device comprises a blood pressure monitoring device clamped on the artery blood vessel wall. The blood pressure monitoring device is connected with an electric inductor used for communicating with the in vitro detection end. The blood pressure monitoring device is arranged on the outer wall of the artery blood vessel and communicates with the in vitro detection end, the blood pressure monitoring device collects the blood pressure, and the in vitro detection end conducts blood pressure transmission. Compared with a measuring method adopting blood vessel insertion, trauma is reduced, coagulation, infection and other risks which are caused by intubation are reduced, the measured value can be more accurate, because influences on the measurement result from the animal muscular tissue are neglected through a common in vitro sleevelet method.
