Improving maternal and child health services through COPE.

In 1998 EngenderHealth with support from the US Agency for International Development African Bureau adapted the COPE (client-oriented provider-efficient services) tools for child health and developed a quasi-experimental evaluation of the impact of COPE on child health services. This paper presents a background of the COPE tools and discusses the evaluation process and its results.
