Physical layer based switching method, device and system

The embodiments of the present invention provide a physical layer based switching method. The method comprises: generating switching signalling, wherein the switching signalling carries a signalling type identification and a destination identification which are used for switching, and the switching signalling is an HS-SCCH order or specific HS-SCCH signalling; and sending the switching signalling to a physical layer of a mobile terminal, so as to enable the mobile terminal to switch according to the switching signalling, and switch to a small cell indicated by the destination identification. Provided is a switching method based on a network side physical layer and the mobile terminal physical layer. Even the cell IDs between macro cells and small cells and among various small cells are the same, the switching of the mobile terminal can be achieved as well.
