Formal Description of Organization Relations in Marine Oil Spill Emergency Response

In order to describe organization relations in marine oil spill emergency response formally,the set theory is used to abstract the emergency response flow into a combination of task sets,entity sets and relationship sets.Formal descriptions of four action stages,i.e.the incident reporting of marine oil spill,launching of emergency plans,generation of contingency plans and the implementation of contingency plans,are generated.On the basis of that,total organization relationship network in emergency response flow is given.Study shows that marine oil spill emergency response can be formalized as three disjoint sets: task sets,entity sets and relationship sets,which can cover all elements of emergency response behaviors,and the study leads to the conclusion that a centralized organization structure can improve the time effectiveness of organization.
