The present work, result of the studies of doctorate of one of the authors, investigated the problems of the upgrading of the cadres of the Communist Party of Cuba (PCC). The theme was deepened, in order to guarantee their preparation, in accordance with the requirements of the socio-historical context while the cadres continue to carry out their regular activities. Taking into account the realized study and the analysis of the present-day model of the system of upgrading at the Party’s Schools, the need to investigate about modes was corroborated, through which the upgrading from the position gets develop, with a systemic and permanent character. In correspondence, the objective of this article was to propose a model of the upgrading of the cadres of the PCC, through the Distance Education, to achieve what was exposed before. For the elaboration of it the modelation of the conception of structure and the model's components was used, as well as his relations, with a Systemic Focus.
