The invention provides a desulfurization wastewater concentration treatment device and method. The device and method can implement concentration and recycling on desulfurization wastewater, and lower greatly the operation and treatment cost. The device comprises a softening heavy-component-removal tank set, a heat exchange tank communicating with the pretreatment tank set, a membrane distillation system which communicates with the heat exchange tank and comprises a vapor outlet, a condenser communicating with the vapor outlet, and a produced water tank communicating with a condensed water outlet of the condenser. The method comprises the following steps: 1) desulfurization wastewater enters the softening heavy-component-removal tank set, so that calcium and magnesium ions and heavy metal ions in the desulfurization wastewater form a precipitate, and sludge-water separation is implemented, thereby softening the wastewater; 2) the softened wastewater enters the heat exchange tank to be heated; 3) the heated softened wastewater enters the membrane distillation system to obtain concentrated wastewater and water vapor; and 4) the water vapor is condensed by the condenser and enters the produced water tank.
