The invention provides an architecture and method for ensuring network information safety. The architecture comprises the Internet, a program fragmentation processing unit, and an authentication unit for carrying out encryption and decryption on data. The method comprises: acquiring a first set of data and a second set of data which are both 13-bit decimal data; determining whether the first set of data and the second set of data conform to the EAN 13 and running number encoding principles, respectively, and if so, encrypting the two sets of data to generate a third set of data; obtaining three data codes, and using the three data codes as a new IP address; performing program fragmentation processing on the new IP address to obtain three sets of data; decrypting the obtained three sets of data by an authentication center, and if a check result is zero, encrypting the three sets of data and transmitting the information to a target user, i.e. a visitor; and storing the three sets of data which is divided into three rows for network addressing. The architecture and method provided by the invention has the advantages that the data has both a plaintext part and a ciphertext part, so that the authentication of both visitors and users are easy; falsification and counterfeiting are both difficult.
