The device for controlling the temperature of the electromobile/hybrid vehicle power battery cell comprises a copper palladium connected to the battery cell; a heat exchanger sheet coated outside the copper palladium; and a heat-conducting plate connected to the heat exchanger sheet. The device can effectively heat or cool the battery cell of the electromobile/hybrid vehicle power, and can effectively solve the work problems of the battery under low temperature condition. The device is used for heating or cooling the electrode of the battery cell but not directly heating or cooling a casing of the battery, so that the device has the technical effects of uniform heating or cooling effect and little heat loss.
