Utilization of battery energy storage system for load frequency control toward large-scale renewable energy penetration

To utilize renewable energy (RE) sources and energy storage will be common key components in smart grid vision. In Japan, a large scale penetration of photovoltaic generation is promoted, and there is a concern about its influence on load frequency control (LFC). Utilization of battery energy storage system (BESS) for LFC is expected as one of the countermeasures against it. In this paper, area control error (ACE) assignment suitable for making effective use of both of existing LFC unit and BESS is investigated under large-scale RE penetration condition. It is verified through numerical dynamic simulations that a filter-based ACE assignment can reduce the required capacity of BESS compared with a proportional ACE assignment.
