Performance Ranking and Environmental Governance: An Empirical Study of the Mandatory Target System

With the deterioration of the environment across the globe, environmental problems have attracted much attention from the public, academia, and governments. This study contributes to the understanding of environmental policy implementation by empirically testing the policy feedback theory and official ranking tournament theory in the Chinese context. In particular, it focuses on how prior environmental performance ranking transitions into future policy performance through the mandatory target system (MTS) in China. The results from this study show that provincial environmental performance ranking serves as an effective incentive for strengthening environmental governance. Low‐ranking provinces will improve their environmental policy performances in future years because of competition in the official tournament. Policy implications are drawn to improve the administrative design of environmental management. 表现排名、政策反馈和环境政策实施：一项有关强制性目标系统的实证研究 随着全球环境恶化, 环境问题引起了公众、学术界和政府的许多关注。以中国为背景, 通过对政策反馈理论和官方排名锦标赛理论（official ranking tournament theory）进行实证检验, 本文促进了对环境政策实施的理解。本文特别聚焦于——中国以往的环境表现排名如何通过强制性目标系统（mandatory target system, MTS）的作用过渡到未来的政策表现。研究结果表明, 省环境表现排名是加强环境治理的有效刺激手段。排名靠后的省份会因为官方锦标赛竞争的原因而在未来提高其环境政策表现。本文归纳了政策意义, 用于提高环境管理的行政设计。 Clasificacion De Desempeno, Retroalimentacion Politica e Implementacion De Politica Ambiental: un Estudio Empirico Del Sistema De Objetivos Obligatorio Con el deterioro del medio ambiente en el mundo entero, los problemas ambientales han atraido mucha atencion del publico, los academicos y los gobiernos. Este estudio contribuye al entendimiento de la implementacion de politicas ambientales al evaluar empiricamente la teoria de la retroalimentacion politica y la teoria del torneo de clasificacion oficial en el contexto chino. En particular, se enfoca en como la clasificacion de desempeno ambiental previo se transforma en desempeno politico futuro a traves del Sistema de Objetivos Obligatorios (MTS) en China. Los resultados de este estudio muestran que la clasificacion del desempeno ambiental provincial funciona como un incentivo efectivo para fortalecer la gobernanza ambiental. Las provincias que quedaron abajo en la clasificacion mejoraran su desempeno de politicas ambientales en el futuro por la competencia en el torneo oficial. Las implicaciones politicas estan disenadas para mejorar el diseno administrativo de la gestion ambiental.
