The invention provides a system and a method for testing the performance of a closed loop power control algorithm; the method comprises the following steps of: sequentially connecting a signal emitter, an attenuator, a channel simulator and a signal receiver; setting the attenuation value of the attenuator; measuring the first RSCP of a first P-CCPCH signal when sequentially connecting the signal emitter, the attenuator, the channel simulator and the signal receiver; taking the difference of a first sending power and the first RSCP as a real loop loss with the unit of dB; loading a testing embodiment and establishing a session link between the signal emitter and the signal receiver; obtaining the real-time sending power of a sending terminal on a service time slot within the prearranged time interval; judging whether the algorithm meets the power requirement or not according to the signal noise ratio of all service time slots; and judging whether the algorithm meets the service quality requirement or not according to the data block receiving and transmitting situation of the signal receiver. The system and the method leads the performance test of the closed loop power control algorithm before practical use to be possible.
