The external structure comprises a base, an electric regulating valve, a tube-shell type heat exchanger, a primary side inlet, a secondary side inlet, a primary side outlet, a secondary side outlet, a plurality of flow meters, a plurality of pressure sensors, a plurality of temperature sensors, a plurality of valves, a circulation pump and a water supplementation pump. The tube-shell type heat exchanger comprises a shell stroke and a tube stroke. The tube-shell type heat exchange unit is suitable for steam-water heat exchange with phase changes, the electric regulating valve 111 is located on one side of the primary side outlet and used for controlling the amount of low-temperature water at the secondary side, the liquid temperature obtained after heat exchange can reach the assigned temperature, and the regulating method is stable and can save more energy compared with a traditional regulating method.
