The catalyst of the present invention belongs to the field of process technology, particularly relates to a hydroformylation reaction is inactivated or partially deactivated rhodium phosphine catalyst activation. The activation process is first under non-hydroformylation reaction conditions, the reaction solution containing inactivated or partially deactivated rhodium-phosphine catalyst mixture containing 3 to 6 carbon atoms, acetylenic alcohol or ester and a carboxylic acid of formula RCOOH, and activated reaction; the aqueous tertiary alkanolamine solution and then added to the reaction solution obtained, the generation of water-soluble salts, the organic phase separated after settling rhodium-containing phosphine complex catalyst, and then reacted with hydrogen in communication organic, solid-liquid separation to obtain the activated rhodium phosphine catalyst solid. Settlement combination process for hydrotreating activated and process of the present invention is deactivated rhodium phosphine catalyst, such that mainly due to the formation of the catalyst deactivated rhodium cluster compound leads to markedly improved, can be obtained directly a solid high activity rhodium phosphine catalyst, rhodium solution phosphine catalyst separated therefrom aldol condensation problems inhibitor thereof.
