The existence of regional autonomy promises greater delegation of authority to the region, then the region can empower all the potential that exists in the region to realize the welfare and progress of the region. One of the potential regions that have an important role in financing regional development is local retribution. Regional levies can be grouped into several types of levies, one of which is the terminal levy that is included in the type of business services levies. Terminal Levies are payments levied on private persons or entities that use the provision of parking spaces for passenger and public buses, places of business, and other facilities within the terminal environment, owned or managed by local governments. Terminal Retribution is one of the original income source of Pati Regency. Terminal retribution revenue management should be done in an appropriate way so that the acceptance of terminal levies can contribute to PAD Kabupaten Pati. This research focuses on terminal retribution income, which is aimed to know the contribution of terminal retribution revenue in Pati Regency, and to know the strength, weakness, opportunity and threat in increasing terminal retribution revenue and done in implementing Terminal Retribution to increase Pati Daerah Pati. This study aims to describe the factors that inhibit the optimization of retribution of terminals and describe how to optimize the collection of terminal levies at the Department of Transportation, Communication and Informatics Pati Regency. Problem solving method used in this research is qualitative method with data collection technique through interview, observation and documentation (secondary data). The results of this study indicate that the Revenue Levy Terminal in Pati District handled by the Department of Transportation Communications and Informatics has not been optimal, because there are some obstacles faced in terminal retribution revenue that has not been implemented properly, the condition of facilities and infrastructure, enthusiasts for public transportation in Pati began to decline. But it should be with the obstacles that the Department of Transportation Communications and informatics Pati District to continue to find the right and effective solution for the collection of terminal levies in Pati can be optimal.
