A Teager-Kaiser energy operator is used to extract an envelope signal of a voltage flicker signal, accelerate operation speed and overcome influences by signal frequency, waveform, amplitude and sampling data length during envelope signal extraction, so as to realize rapid real-time detection of the flicker signal. A Kaiser window function capable of free selection of a proportion of a main lobe width to a sidelobe height is employed to conduct improved rapid Fourier transform frequency spectrum correction analysis on the voltage flicker signal, so as to obtain a frequency component and an amplitude component of the voltage flicker signal when the changes of flicker signal frequency, waveform and amplitude are huge. The apparatus has simple structure and is easy to realization. The apparatus comprises a signal conditioning unit, a data processing unit and a data storage display unit. The signal conditioning unit, the data processing unit and the data storage display element are successively connected. The signal conditioning unit comprises a resistor dividing potential drop conditioning circuit for connection with a voltage signal output part, a TA resistor sampling circuit for connection with a current signal and a synchronized ADC converter. The resistor dividing potential drop conditioning circuit and the TA resistor sampling circuit are both connected with the synchronized ADC converter. The apparatus can realize rapid real-time detection on voltage fluctuation and flicker parameters and accurate statistics and calculation of a voltage flicker value, and provides scientific basis for research on flicker source, detection and inhibition of voltage fluctuation and influence of flicker.
