WHITING: As you all have been speaking I've jotted down a lot of questions that have occurred to me from your remarks, and I have a lot more questions than we really have time for because we have another panel coming up. But I was inspired by those last comments and I must say, Professor Bower, those were, at least in my experience on programs like this, refreshingly different. I just have to ask you this one. What sort of antitrust instructions do you give to M.B.A. candidates? Do you tell them what you just told us? PROFESSOR BOWER: Well, I think in all candorwe do have caseswe don't do what I think we should do after listening to the program. No, we tell them about Japan with their anti-recession cartels. We tell them about France, where the Ministry of Finance shoves companies in a room and tells them to merge if they're going to get any financing for the rest of the year. We tell them about the German government, which keeps those steel plants running full blast in order to maintain employment. And we
