The invention relates to a mobile communications technology, in particular to a technology of business control equipment obtaining a user access type in a data business. The invention provides a technology of business control equipment obtaining instruction information of a user access type in order to realize that the business control equipment obtains the instruction information of the user access type under the networking environment of the common core network of a variety of access networks. The technology comprises the following steps: an SGSN identifies the user access type when the user access type is changed; the SGSN reports the identified user access type to a GGSN; and the GGSN reports the user access type to the business control equipment. The invention provides the networking environment of the common core network of a variety of access networks with a technical scheme that the SGSN is responsible for identifying the instruction information of the user access type, and the GGSN reports the instruction information to the business control equipment, therefore providing reliable guarantee for the business control equipment obtaining the instruction information of the user access type under the networking environment of the common core network of a variety of access networks.
