The invention discloses an electronic cigarette atomizer and an electronic cigarette. The electronic cigarette atomizer comprises a tar guide cavity communicated with a tar guide pipe. The tar guide cavity is communicated with one end of a heating cavity. A heating device is installed in the heating cavity. The other end of the heating cavity is communicated with an ultrasonic device. The ultrasonic device is communicated with an atomization cavity. The atomization cavity is communicated with a smoke mixing cavity. The smoke mixing cavity is communicated to the atmosphere through an air inlet duct. The smoke mixing cavity is communicated with a smoke duct in a cigarette holder. The electronic cigarette atomizer firstly heats tobacco tar to be at critical temperature through the heating device and then atomizes the heated tobacco tar through the ultrasonic atomization device. In the mode, the electronic cigarette atomizer is simpler in structure, lower in requirement for tobacco tar, wider in application range and easy to industrialize. Aerosol particles in smoke are more uniform in particle diameter, taste is better, and a condensation phenomenon can be well prevented.
