A relação entre a transparência digital dos municípios cearenses e seus indicadores políticos, sociais e econômicos

The paper takes a look at the digital transparency of information and services made available on municipal government web portals in Ceara. The present study was aimed at analysing the relationship between the level of digital transparency on websites of municipalities in Ceara and its political, social and economic indicators, using an analytical model of digital transparency. The research is quantitative and used 64 indicators for composition of a digital transparency index for each municipality. Data were collected from 157 active municipal government web portals in Ceara, following a set of rules for web navigation and data retrieval. According to the parameters defined in the model, it can be inferred that the only political, social and economic indicators on the web portals disclosed with significant levels of digital transparency were “digital inclusion”, “GDP per capita” and “revenues from transfers”.
