The congestion control method includes the steps of a), a first network node acquiring a current queue cache state of each second network node from N second network nodes; b), the first network node forming the current queue cache states of all the N second network nodes and a current queue cache state of the first network node into state vectors; c), the first network node updating the current queue cache state of the first network node according to the state vectors and coupling vectors; repeating the steps a) to c) till the absolute value of the difference of the queue cache states between the N second network nodes and the first network node is smaller than or equal to the preset threshold.
