Said device has engine starting permission output control processing mechanism, it can read rotating speed of engine and can judge that the rotating speed of said engine is the preset value in starting inhibition zone or not, when the rotating speed of engine is the value in starting inhibition zone, the engine starting permission is not outputted, and when the rotating speed of engine is the value outside of starting inhibition zone, the engine starting permission is outputted, and when the above-mentioned engine starting permission is outputted, the engine starting control processing mechanism of said engine is started. Because when the rotating speed of engine is the value outside of starting inhibition zone, engine starting permission is not outputted, engine is not started, so that it can prevent engine from producing large vibration in rotating speed with the starting of engine.
