The Ideological Foundation

The ideological element of the Review was designed and intended to provide a base for the work of the review groups and for the policy output. The vehicle for providing this foundation was to be the phase one document Democratic Socialist Aims and Values (Labour Party, 1988, also referred to as Aims and Values). This chapter will look at the extent of the influence Aims and Values had on the Review’s output through a detailed reading of its text.
