A satellite network architecture for a MEO constellation in a global personal communication system scenario

In this paper a mobile satellite network architecture is proposed in a global personal communication context. A medium Earth orbit (MEO/ICO) constellation 14/7sup 11/sub 2/ Ballard (1980)-type is adopted. The architecture of the ground segment and the way it interacts with other elements of the network is defined. All satellites in the constellation are assumed transparent to minimise risks, cost and increase the flexibility. The use of inter-satellite links has not been envisaged. Mobility management aspects are presented, and several handover types for such dynamic satellite constellations are identified. >
