Innovative evaluation method for coal mine accident prevention and control

The paper intends to propose a newly innovated 5-step evaluation method for coal mine safety production based on a simple management concept,applicable for all the operational staff members.The so-called five implementation steps of the safety evaluation of the given method include:cease of the operation;search for the potential security risks;judging the latent hazard degree to the workmen,property and environment;check of the risk.If the control is effective,it would be possible to continue the operation,otherwise,it is necessary to restart the five-step risk evaluation.In so doing,it is possible to combine the above said method with the fuzzy evaluation to fulfill the safety control and management systematically and harmoniously.We have recently done trial-application of this method for the evaluation of the security situation of 03 face roof in Long Quan local coal mine and gained positive results,which are consistent with the actual production situation.While using the method,the operating staff are in a position to provide timely feedback of their evaluation results,which can serve as the basis for taking the next-step purposeful security measures.Real-time monitoring,dynamic risk control can thus be established based on the five-step method so as to realize a comprehensive survey of the decision-making support for the whole coal mine production,while ensuring the constant interconnection and communication between the safety-control workers and the mining-frontier staff members and the timely up-to-date information exchange.From what is said above,it can be concluded that the close-loop control is a good idea for improving the core steps of automatic control in coal-mine production and establish an automatic feedback system to heighten the production safety,though much more work has to be done before idealizing and pursuing all the reasonable procedures of smooth information processing,transmission,and then feed-backing.
