RESEARCH PROGRESS OF TOTAL CULTIVATED LAND DYNAMIC EQUILIBRIUM IN CHINA

To start with analyzing the connotation and theoretical basis of total cultivated land dynamic equilibrium,this paper reviewed mainly its implementation effects,quality of cultivated land,regional balance,influencing factors,realization measures and research methods.It was pointed out that there exist many problems in current researches,such as asymmetry between relative research and concrete practice,ignoring the ecoenvironment impact in the course of land development and consolidation,neglecting to transform the modern production factors generated by urbanization into balancing regionally comprehensive production capacity of cultivated land,being lack of supporting for theory and practice in its regional balance,and imperfect supporting laws and regulations.To solve the above problems,it is extremely important that creating and improving the technical supporting system in implementing total cultivated land dynamic equilibrium,constructing its research framework system and investigating the ecological and social value and cost calculation system of cultivated land.
